Rail safety should be a critical part of the network upgrade

The multi-train crash in Balasore that claimed 288 lives should awaken us to the need to focus on rail safety, not just speed and comfort. The government argues that it is focusing on elevating the rail experience to a world-class standard. Perhaps safety should be considered a critical part of that experience.
