Bhaskar Rao is a 1990-batch IPS officer (Karnataka cadre) and former Commissioner of Police, Bengaluru City, who led the force through the first wave of the COVID-19 pandemic. Over a three-decade career he served as ADGP (Railways), headed the Internal Security Division, and served as Commissioner of Transport and Bengaluru Rural SP, earning the Police Medal for Meritorious Service (2008), the President's Medal for Distinguished Service (2015), and a UN Medal for service in the Kosovo peacekeeping mission. Often called the "People's Commissioner," he took voluntary retirement in 2021 and has since entered public life and civic advocacy focused on Bengaluru.
